Panama City, the real Port Gellhorn
Rockstar calls Port Gellhorn Leonida's forgotten coast. The real town most fans point to has been a spring-break party, a hurricane disaster zone and a working port, sometimes all at once.

Why Panama City?
Rockstar hasn't named a real-world model for Port Gellhorn. But its description, a Gulf Coast town that used to be a vacation spot and now runs on cheap motels, closed attractions, strip malls and a working port, fits Panama City and its beach neighbor Panama City Beach more closely than anywhere else in Florida.
Two towns, one bay
Panama City sits on St. Andrew Bay in the Florida Panhandle. It is the working half of the area: a county seat, a commercial port and a short drive from military bases. Panama City Beach, just across the water, is the resort half, with a long strip of hotels, condos, bars and mini-golf courses along the Gulf.
Put them together and you have exactly the contrast GTA loves: beach-party tourism on one side, blue-collar industry on the other.
Spring break and its hangover
For years Panama City Beach marketed itself as a spring-break capital, drawing huge crowds of college students every March. After problems with crowds and violence, the city banned alcohol on the beach during spring break in 2016, and the party moved on elsewhere. Rockstar's picture of a place where the good times have left fits that story neatly.
Closed attractions
Panama City Beach's Front Beach Road was once known as the Miracle Strip, after the Miracle Strip Amusement Park that opened in 1963. The park closed in 2004, and the land was cleared. The area still has classic roadside attractions like decades-old mini-golf courses, but many of the old-fashioned tourist businesses have disappeared, which is exactly the "shuttered attractions" mood Rockstar describes.
Hurricane Michael
On October 10, 2018, Hurricane Michael made landfall near Mexico Beach, just east of Panama City, as a Category 5 storm, one of the strongest ever to hit the US mainland. It wrecked large parts of Panama City, devastated nearby Tyndall Air Force Base and almost wiped Mexico Beach off the map. Rebuilding took years, and the scars were visible long after.

Visiting the area
St. Andrews State Park, at the mouth of the bay, has some of the best beaches on the coast. Downtown Panama City has been rebuilding its waterfront, and the quieter stretch east of Mexico Beach towards Apalachicola is the real Forgotten Coast, less developed and much slower-paced than the resort strip.
